Navas has said that he is delighted to be joining City and Silva believes that the club are getting a player at his peak.
"Navas is at a mature age, he is a great player and he will be very good for us," ESPN quotes Silva as saying. "I am very happy to have him as a teammate."
It was revealed earlier in the week that City had agreed a fee for the Spain winger.
