Former Sports Minister Sir Hugh Robertson has claimed that bidding for the 2018 and 2022 World Cups was deemed "a Wild West of a bidding process".
The 52-year-old Member of Parliament for Faversham and Mid Kent was part of England's attempt to host the 2018 event, which was ultimately awarded to Russia, while Qatar were given the following edition in 2022.
Robertson told BBC Sport on Sunday: "The words FIFA and corruption are inextricably linked.
"The only way they could start to repair their reputation is to produce that report in full, to shine a light into dark places, but the chances are extremely limited.
"I asked the question when I became sports minister about what we were and were not allowed to do, and one of them said, and I quote exactly: 'There are no rules, it is a Wild West of a bidding process.'"
The FIFA report at the centre of the controversy, released on Thursday, cleared Qatar of any wrongdoing and gave the Gulf state the green light to host the 2022 tournament.
